The panel that handles every appeal in the Capital Region added three new justices — all of them graduates of Albany Law School. Ending months of speculation, Gov. Andrew Cuomo appointed state Supreme Court Justices Christine M. Clark, Eugene “Gus” Devine and Michael C. Lynch to the Appellate Division‘s Third Department, which is based in downtown Albany. All are Democrats. The mid-level court decides whether to uphold or reverse criminal convictions as well as other criminal and civil issues through a 28-county section of upstate that stretches from the southern Finger Lakes in Schuyler County east to Albany and north to the Canadian border.
